GENERAL DUTIES

Under the general supervision of the Executive Director, the CFO-Chief Financial is responsible for the design operation and control of effective administrative procedures related to accounting, payroll, property control and procurement.  The CFO is responsible for all agency financial operations, including deposit, withdrawal and disbursements of monies, maintenance of accounting records and preparation of financial statements and reports.  It is the responsibility of the Finance Manager to see that all statutory regulatory and other financial requirements are met.  The CFO acts as the financial advisor to the Executive Director on all matters relating to organization finances and serves as senior supervisor to all staff in the Finance Department.

SPECIFIC DUTIES

  1. Establishes and approves all procedures relative to payroll, petty cash, travel and other accounting functions.
  2. Studies and standardizes procedure to improve efficiency of the Finance Department.
  3. Establishes bank accounts for the withdrawal, deposit, and reimbursement of funds. Responsible for all banking, to include but not limited to, deposits, CD’s and PMS cash request for Head Start, RSVP and SCP.  Also responsible for maintaining cash status.
  4. Alerts Program Directors to excessive expenditures in budgets and meets with them to review reports as necessary.
  5. Submits agencywide financial statements to Executive Director on a monthly basis and submits same to full board and Head Start Policy Council Chair. Including, but not limited to Revenue and Expenditure reports, Indirect Cost reports, credit card expenditures,  Agencywide reports, Balance Sheet, USDA food reports, Head Start Enrollment records, PMS reports and semi-annual, annual and Final reports related to Head Start.
  6. Supervises and approves payment of all invoices, travel expenses and assures they are charged to the proper program.
  7. Supervises Payroll preparation and approves preparation of payroll tax reports.
  8. Approves all General Journal Entries.
  9. Assigns duties within the Finance Department to assure that Internal Controls are in place and periodically examines work for exactness, neatness and conformance to policies and procedures.
  10. Monitors financial operations of all agency programs.
  11.  Prepares books for audit and works with auditors as necessary.
  12. Assists in budget preparation and authorizes minor budget revisions if other approval is not required.
  13. Formulates and operates a system of internal control designed to safeguard the organization’s assets.
  14. Interviews and hires the Finance Personnel, subject to the final approval of the Executive Director.
  15. Prepares and maintains an Accounting Procedure Manual for all accounting, payroll, property control and procurement functions.
  16. Keeps familiar with all federal and state regulations that affect the financial operation of the programs and keeps the Executive Director advised on all such matters.
  17. Works with funding sources to ensure all areas of compliance.
  18. Responsible for submission of all reports on a timely basis.
  19. Performs other job related duties as necessary and as requested by the Executive Director.

QUALIFICATIONS

Must have a baccalaureate degree in accounting, business, fiscal management, or a related field.  Certified Public Account is preferred.  (Effective with hires after November 7, 2016) Should have at least five (5) year’s experience in an administrative role.  Must have demonstrated supervisory ability in the past.  Must have at least five(5) years experience in double entry bookkeeping and at least one (1) year experience in maintaining financial records, preparing financial statements, tax reports and maintaining payroll records.   Must have ability to communicate effectively and relate well with others.  Must have ability to exercise judgment and to arrive at solid conclusions.

Should have knowledge of modern office practices and procedures and of Business English, Spelling and Math.  Should also have computer experience.  Ability to follow complex written and oral instructions is a must as well as ability to keep complex records and make reports.

Physical/Mental Demands

  1. Must be able to bend/squat in order to file.
  2. Must be able to sit for long periods of time (Sitting time will depend on the type of work done each day).
  3. Must be able to lift 25 lbs.
Pay Range
$80,000 – $90,000 *Official title and pay will be dependent upon experience and education.Benefits
